Sealed bids from pre-qualified contractors shall be accepted until 10:00 a.m., prevailing time on March 30, 2023 at the St. Johnsbury Town Offices, 51 Depot Street, Suite 300, St. Johnsbury, VT 05819 for construction of the project hereinafter described. Bid opening will occur immediately after the bid submittal deadline. The time of receiving and opening bids may be postponed due to emergencies or unforeseen conditions. Sealed BIDS shall be marked in the lower left-hand corner: Bid Documents: St. Johnsbury TAP TA 16(2).Each BID must be accompanied by a certified check payable to the Town of St. Johnsbury for five percent (5%) of the total amount of the BID. A BID bond may be used in lieu of a certified check.


PRE-QUALIFICATION OF CONTRACTORS: All bidders on this project shall be on the Agency of Transportation’s prequalified list under the category below or shall have submitted a complete prequalification application to the Agency of Transportation, Contract Administration, a minimum of 10 working days prior to the bid opening. For information contact Jon Winter at (802) 622-1267. All bidders shall be on the current VTRANS Contract Administration pre-qualified list “Contractors List of Curb and Sidewalk Category”. LOCATION: Beginning at a point on U.S. Route 5 approximately 400 feet north of the I-91 NB off-ramp and continuing along U.S. Route 5 (Railroad Street) a length of approximately 3,515 linear feet to Depot Square in downtown St. Johnsbury.


TYPE OF CONSTRUCTION: Work to be performed under this project includes: The construction of signs, rectangular rapid flashing beacons, sidewalk, curb, and pavement markings.


CONTRACT COMPLETION DATE: The Contract shall be completed on or before October 20,2023.


OBTAINING PLANS: Plans may be obtained from the VHB, contact Dorie Jones atdjones@vhb.com. Electronic (PDF) copies of full-sized plans may be obtained at no cost. ENGINEERS ESTIMATE: For this Proposal the Engineers Estimate falls between $0 and$300,000. PRE BID CONFERENCE: There will be no pre-bid conference for this project.


STANDARD SPECIFICATIONS: This contract is governed by the Vermont Agency of Transportation(“VTrans”) 2018 Standard Specifications for Construction. No questions will be answered if received after 4:00 p.m. on March 20,2023.

As a reminder to lot owners and/or their descendants about the Plantings and Decorations in the town owned cemeteries of Centervale (formerly St. Johnsbury Center Cemetery), Grove, the St. Johnsbury Burial Yard, and Ayer-Hawkins Cemeteries. 1. In ground plantings of annual flowers is permitted and must be kept immediately next to the monument base. 2. One moveable flower box or flower tub will be allowed on each lot, the size not to exceed three feet in length and one foot wide. These receptacles are to be made of durable material. Glass containers of any kind are not an acceptable container. 3. Artificial flowers are discouraged, however are allowed and must be removed by October There is no trash removal service.  4. The Cemetery Commission shall have the authority to remove all floral decorations, flags, shrubs, plants or herbage of any kind, which in the judgment of the Cemetery Commission have become unsightly, dangerous, diseased or detrimental, or which do not conform to the regulations outlined. 5. The Town shall not be liable for any floral arrangements, plants, or receptacles that have become lost, misplaced, stolen or broken. 6. The placing of shells, toys, metal designs, ornaments, chairs, settees and similar articles are not permitted, and if placed on the lot, the Cemetery Commission reserves the right to remove the same. Exceptions may be made after notification of the Commission. 7. Coat hangers or other wires in the ground or attached to memorials as potholders are not allowed. Your cooperation is appreciated in helping manage and preserve this important part of the town's history.
