Planning and Zoning

Planning and Zoning for the town of St. Johnsbury is comprised of the Planning Commission, the Development Review Board, the Design Advisory Committee, and the Zoning Administrator.

Municipal Planning and Zoning is responsible for planning and administering the physical growth and development of the Town. In order to fulfill that responsibility, the office ensures that the 5-8 year Municipal Town Plan is maintained and that bylaws and ordinance encompass the goals and policy set forth in the town plan. The Planning and Zoning Office operates under the guidance of the Secretary of State Municipal Law Basics.

Office Administration:

The rules governing land use and subdivision of property, the zoning bylaws that regulate use of property and, both the land use code and Town ordinance.

The office is dedicated to managing the town's land use and development in an efficient and equitable manner balancing the interests of diverse parties. The Office seeks to provide clear, timely information to the public concerning the planning of land use and development activities within the Town.

The office develops bylaws, ordinance, and enforcement procedures based on Vermont State Guidelines found in the State reference manuals and the Manual of Procedures for Administration and Enforcement of Vermont Zoning Bylaws.

In addition, the office is responsible for the development of a 5 year Town Plan and the Capital Budget that supports it.
