2026 Collection Events

The Town of St. Johnsbury partners with the Town of Burke to offer four Household Hazardous Waste Days. See below for dates and information.

St. Johnsbury: Saturday, May 16th and Saturday, September 26th.

Burke: Saturday, July 18th, and Saturday, October 17th.

All events will be open from 8:30-9 for CEGs* and 9-1 for St.J and Burke residents.

*CEGs are Conditionally Exempt small Quantity Generators. These are businesses that generate ~220 pounds of HHW or less per month and generate 2.2 pounds or less of acutely hazardous waste per month.

ST. JOHNSBURY RENTAL HOUSING IMPROVEMENT PROGRAM GRANT

The purpose of the Rental Housing Improvement Program is to encourage landlords to improve rental housing in St. Johnsbury, resulting in more livable, sustainable, and marketable rental units for everyone. Universal Design, energy efficiency improvements, and Fire Life and Safety improvements are strongly encouraged.

Applications will be accepted April 13th, 2026, through June 12th, 2026. Awards are to be announced by July 7th , 2026. The water system is beginning to gain water in the water storage tanks; however, we anticipate it will take several days to fully restore tank levels, and we are asking water system users to conserve water as much as possible for the remainder of the week.

Update: 5:00pm 02/16/2025 The repair on Bay Street has been completed, and the Chief Water Operator is refilling the system. Lower-elevation system users should begin to see water service restored over the next few hours. Higher-elevation users may not see water until later this evening or into the night as DPW crews work to clear air from the system. A precautionary boil water order is in effect until further notice.

DPW Crews continue to work on the repair on Bay Street and hope to have that completed this evening. As the system refills and users begin to get water back customers can expect discolored water and air in the system. There will be a system wide boil water notice in effect until further notice.

PRECAUTIONARY BOIL WATER NOTICE ST. JOHNSBURY WATER SYSTEM

What should I do?

DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice . Boiling kills bacteria and other organisms in the water.

 Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other; potentially-harmful, bacteria may be present. When a water system is experiencing fluctuations in water pressure the possibility exists for bacteria and other harmful organisms to enter the water distribution system and contaminate your drinking water supply.

 People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1 (800) 426-4791.

What happened? What is being done?

This Boil Water Notice will remain in effect until the water system has recovered and the system is able to demonstrate that the quality and quantity of the drinking water meets State and Federal drinking water standards. We will inform you when the recovery has been completed and tests show no bacteria present in the drinking water supply.

For more information, please contact Dan Gray at 802-748-9408. General guidelines on ways to lessen the risk of infection by microbes are available from the Water Supply Division at (800) 823-6500.

Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

A Message from the Cemetery Commission

As a reminder to lot owners and/or their descendants about the Plantings and Decorations in the town owned cemeteries of Centervale (formerly St. Johnsbury Center Cemetery), Grove, the St. Johnsbury Burial Yard, and Ayer-Hawkins Cemeteries.

1. In ground plantings of annual flowers is permitted and must be kept immediately next to the monument base.

2. One moveable flower box or flower tub will be allowed on each lot, the size not to exceed three feet in length and one foot wide. These receptacles are to be made of durable material. Glass containers of any kind are not an acceptable container.

3. Artificial flowers are discouraged, however are allowed and must be removed by October There is no trash removal service.

4. The Cemetery Commission shall have the authority to remove all floral decorations, flags, shrubs, plants or herbage of any kind, which in the judgment of the Cemetery Commission have become unsightly, dangerous, diseased or detrimental, or which do not conform to the regulations outlined.

5. The Town shall not be liable for any floral arrangements, plants, or receptacles that have become lost, misplaced, stolen or broken.

6. The placing of shells, toys, metal designs, ornaments, chairs, settees and similar articles are not permitted, and if placed on the lot, the Cemetery Commission reserves the right to remove the same. Exceptions may be made after notification of the Commission.

7. Coat hangers or other wires in the ground or attached to memorials as potholders are not allowed.

News from the Cemetery Commission

Some news from the St. Johnsbury Cemetery Commission:

The Town of St. Johnsbury has recently assumed governance of the Centervale Cemetery. Due to inconsistent records from previous management, some burial plots within the cemetery may be unmarked or have incomplete documentation. With this issue in mind, we are currently unable to sell lots in Centervale Cemetery. The Town plans to resume sales in the spring of 2026. The Town will work this fall and next spring to improve the cemetery records including all deeds distributed. While the town now retains ownership of the land, the deed grants the purchaser the right to use the land for burial purposes and a deed is strong evidence of that right.

If you or your family have a deed, or any documentation – like a will or trust - verifying ownership of an unmarked plot in the Centervale Cemetery, please contact the Town's Sexton, Karen Budde at 802 397-1087. Plot owners are asked to schedule an appointment with the Sexton to present their documentation and help verify plot ownership. The priority for the Town's Sexton and the family is to verify the exact location of that plot within the cemetery. The cemetery has rules and regulations concerning the type, size, and installation of markers, and the Sexton can guide the family through this process. The possibility of a previous, unrecorded burial in an identified plot also exists. The Town asks that any family that is aware of an unmarked grave contact the Sexton.

This collaborative effort will help update and maintain accurate cemetery records, ensuring proper care and respect for all burial sites within this space. Your cooperation is appreciated in helping manage and preserve this important part of the Town's history.

The Town of St. Johnsbury contracted with New England Municipal Consultants, Ltd. (NEMC) for a statistical reappraisal of all real estate within the town for the 2025 Grand List.

Frequently Asked Questions

What is the basis for these new assessments?

NEMC conducted a statistical reappraisal in 2025 of all taxable property in St. Johnsbury. A 3 year market sales study (4/1/22-4/1/25) was conducted to establish new assessments throughout the community. A new assessment reflects what one might reasonably expect to receive if marketing a property for sale, based on the statistical analysis.

The last reappraisal in St. Johnsbury was in 2020 and until now, previous assessments were based on a sales study from 4/1/17-4/1/20. In no way did previous assessments reflect what market value looks like today. Our statistical analysis has proven that.

Why is the community doing a town-wide reappraisal in the first place?

St Johnsbury was ordered by the State of Vermont to conduct a reappraisal based on statistical non-compliance. The State requires all communities to maintain statistical standards when it comes to assessment levels and current market value of property. Each community has to annually undergo an equalization process that compares sales to assessments and ultimately generates fluctuations to both the CLA (common level of appraisal) and COD (coefficient of dispersion). In previous years, a poor CLA was the trigger for a State mandated reappraisal program, but recently they have adopted a poor COD (over 20%) as the threshold. A COD is a measure of tax equity and uniformity.

My assessment doubled. Does this mean my taxes are doubling?

No. Your change in assessed value is now relative to every other change in assessed value throughout the community. A new baseline has been created through this process and a property’s relevance to the townwide average (between 72-75% average increase in assessment for both primary residential categories).

Budgets have already been established during the Town Meeting process. A reappraisal program is not designed to raise more money, it’s designed to establish tax equity throughout the entire community. The primary means of taxation in Vermont is through property tax. Our goal is to equitably assess all taxable properties throughout the entire community to create fairness under the existing system.

What can I do about this?

We encourage you to make an appointment during the informal discussion process June 18-21. If you cannot appear in person, you can schedule a time during one of those days for a telephone call or by submitting something in writing (via email or mail) prior to June 21. At the conclusion of the informal discussion process, change of appraisal notices will be mailed to all property owners with the start of the formal grievance process to the Assessor. Formal grievance hearings will take place in late July 2025.

What are the tax rates going to be?

We will not be able to set tax rates until the Grand List is filed at the conclusion of the formal grievance process. Typically, a town-wide reappraisal process grows a grand list substantially and drives a municipal tax rate down accordingly. In this case, St. Johnsbury’s grand list in 2025 grew by roughly 300,000,000 as a result of this town-wide reappraisal. The State will be responsible for issuing an education tax rate to the community that will be based on a temporary CLA they establish.

Town of St. Johnsbury Announces Appointment of New Recreation Director

St. Johnsbury, VT- The Town of St. Johnsbury is pleased to announce the hiring of Sarah Gagne as its new Recreation Director. Sarah was selected following a thorough and collaborative hiring process that included input from key community stakeholders.

The interview panel was composed of representatives from both St. Johnsbury Town School, St. Johnsbury Academy, who are also members of the Recreation Committee, The Select Board Chair and Town Officials- ensuring a broad and inclusive perspective in the evaluation of candidates. The panel assessed each applicant’s qualifications, leadership abilities, and vision for community recreation.

Sarah is a St. Johnsbury Academy (1997) and Colorado State University graduate with over 14 years in Recreation program and facility management. She returned to St. Johnsbury in 2023 and has been active in local community efforts and across Vermont. Since returning to Vermont she has been serving as the Workforce Development Manager for Vermont Association for the Education of Young Children (VTAEYC), supporting recruitment, retention, and advocacy initiatives for early childhood educators. She has also been an active member of the St. Johnsbury Recreation Committee and Design Advisory Committee.

She brings extensive experience in Recreation including youth programming, arts and education, outdoor and environmental recreation, event and facility management, and staff development. She is active in state and national recreation organizations, receiving a Professional of the Year award in 2017 from Colorado Parks and Recreation Association and holding a Certified Parks and Recreation Professional certification from the National Recreation and Parks Association.

"I have had a long-time dream of returning to my hometown and being able to serve the community in this capacity. I am thrilled that St. Johnsbury has adopted the Department back into its' administration and is looking for ways to bring recreational opportunities for the town into the future. There are already several successful programs in the department and I am ready to continue supporting them without interruption. I am also excited to work with community partners and state funders to bring scholarship and sponsorship opportunities to increase revenue streams and build additional youth programming, adult social opportunities, family events, and infrastructure like playgrounds, outdoor fitness, and a community gathering space. I look forward to diving in and hearing more from our residents about what is on their wish lists!"

Sarah brings a wealth of experience in recreational programming and community engagement. We are thrilled to welcome Sarah to the Town of St. Johnsbury. Her proven leadership and dedication to inclusive recreation will be an asset as we continue to grow and enhance programs for all residents.

As the Recreation Director, Sarah will be responsible for overseeing all aspects of planning and implementation of recreational programs, facilities management, and collaborating with community partners.

ST. JOHNSBURY RENTAL HOUSING IMPROVEMENT PROGRAM GRANT APPLICATION

The purpose of the Rental Housing Improvement Program is to encourage landlords to improve rental housing in St. Johnsbury resulting in more livable, sustainable, and marketable rental units for everyone. Universal Design, energy efficiency improvements, and Fire Life and Safety improvements are strongly encouraged.

Program Features :

▪ A reimbursement grant is provided to landlords that complete capital improvement projects that result in more livable, sustainable, safe, and marketable rental units for everyone.

▪ The maximum grant amount is $6,000 per unit, and a budget with supporting estimates must be submitted at the time of grant application.

▪ A 1:1 cash match is required (e.g., a grant of $6,000 requires at least a $6,000 cash match from the property owner), and the grant is a reimbursement for funds spent.

▪ Grant funds must be used for capital improvements to real property. Please NOTE: Personal property, such as appliances, may be used as matching funds provided that the personal property purchased supports Universal Design Modifications and energy efficiency. Please include a detailed explanation if you are using personal property as a match.

▪ We recommend that all applicants have their units inspected prior to submitting the application to capture all allowable project costs in the application.

▪ Program is managed by the Town.

Our beloved Centervale Cemetery, a place of history and remembrance right here in St. Johnsbury, needs some TLC. Over time, leaves accumulate, trash bags accumulate, branches break, weeds sprout, and general wear and tear can obscure the beauty and tranquility of this important space.

That's why we're calling on our wonderful community to lend a hand for a Cemetery Cleanup Day on May 20th from 8 am to 4pm. Centervale Cemetery is the town’s newly acquired cemetery located at the junction of Mt. Pisgah Road and Route 5 near the Green Mountain Mall. The Town of St. Johnsbury is considering the submittal of an application to the State of Vermont for an Implementation Grant under the Vermont Community Development Program (VCDP). Notice from the VT Health Department

The VT Health Department noted a recent case of rabies in two raccoons in the Caledonia County, Vermont. Please take steps to protect humans and pets from rabies.

If you are bitten by an animal: wash the wound very well with soap and water and contact your health care provider. Follow all their instructions.

If your pet or farm animal was exposed to a wild or stray animal that might have rabies: contact your veterinarian. Pets should be vaccinated for rabies. State law requires dogs and cats to be vaccinated — even barn cats.

If you see a wild or stray animal acting strangely, or are concerned about a rabies exposure, call the Rabies Hotline (1-800-4-RABIES) or report it to your town’s animal control officer.

Do not touch or pick up wild or stray animals – even baby animals – or try to make them into pets. Doing so can put yourself or your family at risk of exposure through a bite or a scratch. You can’t tell if an animal has rabies just by looking at it. Interacting with young wildlife may result in them being orphaned or, if tested for rabies, requires humanely euthanizing the animal. So, for their own sake, leave wildlife in the wild.

Rabies is a deadly viral disease of the brain that infects mammals and is fatal to both humans and animals. In Vermont, rabies is most commonly found in wild animals such as raccoons, skunks, foxes, bats and woodchucks. Cats, dogs and livestock can also get rabies if they have not been vaccinated. Rabies virus is spread through the bite of an infected animal. Rabies is transmitted only when the virus is introduced into a bite wound, open cuts on the skin, or onto mucous membranes like the mouth or eyes.

Water System Service Lines

The Town of St. Johnsbury is working with Dufresne Group to identify water services that are part of the St. Johnsbury Water System that contain lead pipe.

In addition to your service line, other plumb ing in your home may contain lead and could increase the levels of lead in your drinking water. These may include faucets, valves, and soldered joints. It is recommended that homeowners contact a licensed plumber and have a plumbing assessment done to determine if your in-home plumbing is a source of lead in your drinking water. If you have questions, please contact Dufresne Group at (802) 748-8605 or servicelineinventory@dufresnegroup.com.

L e ad is rarely found in a water system’s surface or groundwater source but may enter drinking water if plumbing materials, such as solder or fixtures, including some made of chrome or brass, contain lead and corrode. Homes built before 1990 are more likely to have plumbing, solder, and fixtures that contain lead. The U.S. Environmental Protection Agency estimates that 10 to 20 percent of a person’s potential exposure to lead may come from drinking water. Infants who consume mostly formula mixed with lead-containing water can receive 40 to 60 percent of their exposure to lead from drinking water.

Fall Yard and Leaf Collection Day

Leaf and Yard Debris Collection Day is scheduled for Saturday November 2nd from 8 am until noon on Oak Street.

Materials accepted include grass clippings, leaves, brown paper bags, small diameter brush (no thicker than 2"), weeds and other untreated vegetative matter, Clean Wood (not thicker than 2").

Note: All materials dropped at the St. Johnsbury Yard Waste Collection Day must NOT contain or have come in contact with, herbicides or pesticides.

Forest Fire Danger High

Burn Ban in Effect

The State of Vermont Division of Forests, Parks, and Recreation has issued the following more detailed statement regarding the statewide outside burn ban.

"After a warm, dry week and weekend and several reports of large wildfires in Vermont, the Vermont Department of Forests, Parks, and Recreation has issued an order for all of the state's forest fire wardens to cease issuing burning permits as of 3:00 P.M. on October 28, 2024 through 3:00 PM on November 11, 2024."

As a result of this statewide burn ban, all reports of an outside fire will be investigated and fully extinguished. The restriction on outdoor burning is extended to all annual permit holders, and encampments.

Dry weather conditions along with gusty winds and low relative humidity coupled with leaf litter and an extensive amount of other light fuels pose a risk for rapid fire spread. Warmer weather in the forecast will cause additional drying of ground debris increasing the fire risk. Fires which may develop in the more densely populated areas of town pose a significant threat to structures.

Fire weather has fluctuated between high, very high, and extreme for all of Vermont for the past two weeks and several large wildfires have occurred throughout Vermont. We will continue to monitor the fire weather and any directives issued by the Division and update you all as necessary.

Ballots were mailed on 9/24/2024. If you don't received a ballot by October 15 please contact the Town Clerk's Office.

You can return your ballot by the mail, drop box or in person on November 5. Voting will still take place in person on November 5, 8am-7pm. Please bring your ballot with you if come to vote in person.

If you registered to vote after 9/5/2024 your ballot has not been mailed yet. If you made an address change after 9/5/2024 your ballot was mailed to the address you had on file prior to the change.

Water Shut Off

Water will be shut off on Wednesday Aug. 28th for repairs on Concord Ave. During these repairs the following streets will be without water Gilman Ave, Waterman Circle, Lawrence Circle and the lower part of Farmer Drive.

Notices have been delivered to all of those affected by the shut off.

All above streets will be on a boil water notice once water is turned back on.

Hazardous Waste: The temporary hazardous materials drop-off location have been closed. Electronics: The temporary electronics recycling location on Western Avenue is closed. The E-Waste location at the High Street Transfer Station is temporarily out of order. Water Testing Kits: Water testing kits are available for residents at the St. Johnsbury Wastewater Treatment Plant for pick up at 799 Bay Street M-F between 7 am – 2:30 pm. Please call in advance to verify that kits are available. Lab fees are $25-$30. Tests can be mailed or dropped off at the Wastewater Treatment Plant for currier. Results are provided within 24 hrs. M-TH.

• Household Waste: Town Officials are directing residents to use EZ Trash services located at 935 Portland Street for household trash and recycling. EZ Trash information can be found on their Facebook page at https://www.facebook.com/p/E-Z-Trash-LLC-100037978404412/ . EZ Trash plans to open a second location in the Elks Lodge parking lot at 118 Western Avenue. This location will be open from 7 am -3 pm August 2- August 10 (excluding Sunday, August 4).

• Hazardous Waste: Town officials have coordinated efforts with the state of Vermont to open a temporary hazardous materials drop-off location at 176 Western Avenue. Beginning August 2, 2024, at 8 am, residents can drop off hazardous waste on pallets outside the building. State officials will sort and pick up the materials on an as-needed basis.

• Metal Waste: A metal dumpster has been placed at 852 Portland Street for residents to access.

• Electronics: Beginning August 2, 2024, at 10 am, residents can drop off electronics on pallets outside 176 Western Avenue.

• Flood Debris: Flood debris is defined as any waste affected by flooding that is not hazardous waste or metal. Flood debris dump locations are 174 Cliff Street and 852 Portland Street. Please use the dumpster labeled ‘Flood Debris’.

The St. Johnsbury Emergency Operations Center (EOC) has moved into its next emergency response phase. Clear objectives for the day have been defined, and roles and responsibilities have been assigned. Emergency Management Coordinator Chief Reed has captured these objectives on a standard ICS 202 form, which can be viewed on the Town website at www.stjvt.com .

St. Johnsbury's Department of Public Works continues to work to repair roads, with a priority on damages that have isolated residents from emergency vehicle access. Private construction crews have been hired to assist the St. Johnsbury Public Works personnel in repairing and restoring town roads and infrastructure. In many cases, these roads allow only one traffic lane to service traffic in both directions. Please use caution when driving through these areas of town. Road updates are available on the Town website at www.stjvt.com under 'Announcements'.

The St. Johnsbury Transfer Station at 548 High Street is closed indefinitely due to flood damage. The Town will deploy dumpsters tomorrow morning at 174 Cliff Street and 852 Portland Street for residents affected by the flooding to access. Please DO NOT dispose of metal or hazardous materials in these dumpsters. Tomorrow morning, town officials will work with consultants to develop a more comprehensive waste management plan.

Water Treatment Plant: A lightning strike damaged the water treatment plant, which has been repaired and is fully operational.

Evacuation Shelter: The Red Cross deployed personnel to St. Johnsbury to open the emergency evacuation shelter in the Good Shepard School, located at 121 Maple Street, St. Johnsbury, VT. The shelter provides emergency cleanup kits, food, water, and blankets. The Red Cross shelter is on stand-by to provide overnight shelter for those displaced by the flooding. Water Quality Test Kits

Water quality test kits for people that are on private wells and springs are available at the Wastewater Treatment Facility for pick up between 7:00am and 2:30pm. Lab fees are $25-$30. Please call ahead to verify kits are available- 802-748-9124. Test can be mailed or dropped off at the Wastewater Treatment Plant for currier. Results are provided 24hours after they are received at the Endyne testing facility.

The Town of St Johnsbury recommends that if you are concerned about your water quality that you bring your water to a boil for 1 minute before consumption until you have received test results.

The Town of St. Johnsbury received significant rainfall on July 30, 2024, causing substantial flooding and road closures. Town officials opened the local Emergency Operations Center (EOC) at 3 am on July 30, 2024. The state of Vermont deployed the Vermont Urban Search and Rescue Task Force and other swift-water teams from around the state to assist with emergency operations. St. Johnsbury rainfall totals report between 4" -8.4" of rainfall. Significant damages and road closures have been reported.

July 31, 2024, Update: At 8 am today Town officials reopened the St. Johnsbury Welcome Center at 51 Depot Square to serve as the temporary evacuation shelter. The Red Cross has been notified and are on stand-by.

Damage has been reported at the Town's water treatment plant and staff has temporarily restored the town's ability to produce water with hopes of having the plant fully operational by noon today.

The August Primary will be held on August 13th, 2024 from 8 am until 7 pm at the Town Office Building located at 51 Depot Square St. Johnsbury, VT.

There is no deadline to register to vote. You will be able to register to vote on the day of the election. However we encourage you to please register early by visiting the town clerk’s office or going online to olvr.vermont.gov .

Methods of voting early/absentee in the 45 days before the election (ballots available by June 29, 2024):

1. Vote in town clerk's office prior to the election.

2. Voter may take the ballots out of the clerk's office for him or herself and return in same manner as if the ballots were received by mail. 3. Have a ballot mailed to you and return it to clerk's office before Election Day or to the polling place before 7 p.m. on Election Day.

4. If you are in the military, live overseas, or are ill or disabled you may receive your ballot electronically and utilize our accessible online ballot marking tool, but you must print your ballot and return it by mail.

YES- a boil water notice has been issued system wide including Passumpsic Fire District and St. Johnsbury Center.

2. I have discolored water, what can I do?
You can wait and it will clear up. If it is still discolored after 12 hours run your cold water for 10-15 minutes.

3. What can I do about air in my water lines?
Run the water in an upstairs bathroom for 10-15 minutes.

4. I have lower pressure than normal. Response, we anticipate low pressure until tanks are full.

PRECAUTIONARY BOIL WATER NOTICE ST. JOHNSBURY WATER SYSTEM

Due to low water pressure encountered during emergency repairs there is a possibility that your drinking water may have become contaminated. The St. Johnsbury Water System is issuing a PRECAUTIONARY Boil Water Notice for the entire water system, Including Passumpsic an d St. Johnsbury Center Water Systems effective immediately and until further notice.

What should I do?

 DO NOT DRINK THE WATER WITHOUT BOILING IT FIRST. Bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water.

 People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers.

General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1 (800) 426-4791.

St. Johnsbury Secures Grant for Observatory Knob Master Planning Process, Public Info Kickoff Session Scheduled for April 24

The Town of St. Johnsbury has just been awarded a $25,000 grant from the Northern Forest Center on behalf of the USDA Natural Resource Conservation Service for the Town’s recently acquired, 119-acre, Observatory Knob parcel. Located off of Mt Pleasant St. near the Mt. Pleasant Cemetery, the parcel has long been used by local residents and visitors for multiple forms of active and passive recreation and nature observation. The Town will contribute a $5,000 match to the grant to hire a consultant for an in-depth planning process. The Town already has the funds in hand from robust fundraising efforts leading up to the purchase of the parcel, thanks in large part to leadership by the Vermont Land Trust. A public input session is being hosted by the town’s Observatory Knob Advisory Committee on Wednesday, April 24 from 5:30 to 6:30 at the St. Johnsbury Welcome Center.

Rental Housing Improvement Grant Program 2024-2025

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS STATE OF VERMONT

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of St. Johnsbury, VT.

Request for Release of Funds On or about November 13, 2023 the Town of St. Johnsbury will submit a request to the Vermont Agency of Commerce and Community Development (the Agency) to release the Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), the National Affordable Housing Act, as amended, to undertake a project known as Armory Redevelopment Project for the purpose of remediation and abatement of hazardous materials in preparation for construction of a police and regional dispatch center at 1249 Main Street, St. Johnsbury, VT 05819 (referred to as the Armory).The total estimated cost of the remediation and abatement is $2.5M, with construction to follow for a total project cost of $11.2M. Committed funding sources include:  $1,200,000 from the Vermont Brownfield Revitalization Fund  $162,000 from the Northwest Regional Planning Commission RLF (grant)  $500,000 from the EPA Cleanup Fund  $251,746 Town of St. Johnsbury (includes $174,000 loan from the NRPC))  $51,127 Town of St. Johnsbury (in-kind) Anticipated funding sources include:  $330,000 from VCDP CDBG Program A Corrective Action Plan (CAP) has been approved by the Vermont DEC and the EPA. Mitigation measures outlined in the CAP and Addendum 1 of the CAP will be followed during project redevelopment. The corrective actions are designed to remove impacted soil volumes by excavating contaminated soils for offsite disposal and replacing those soils with clean fill. Additional mitigation includes remediation of asbestos containing materials, lead based paint, and PCBs. This shall be completed following any exterior building materials abatement to avoid potential cross-contamination.

Finding of No Significant Impact The Town of St. Johnsbury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the municipal office of the Town of Town of St. Johnsbury at 51 Depot Square, Suite 3, St. Johnsbury, VT 05819, and may be examined or copied Monday – Friday 8:30am – 4pm.

Road Closure Update from St. Johnsbury Dept. of Public Works Tuesday July 11th.

Fenton Road is closed along with Route 5 North of the Hospital Hill Intersection.

Goss Hollow Road will be underconstruction for the next few days and a section of the road will be done to one lane due to a landside that has taken out part of the road.

Please obey road closed signs and seek alternative routes if possible.

St. Johnsbury Revitalization Grant Fund Program

Applications are being accepted now under the transformational projects category.

The application period is now open for the St Johnsbury Revitalization Fund Grant Program (STJRFGP). The purpose of this grant program, administered by the Town of St. Johnsbury, is to encourage investment that stimulates the local economy, provides a pathway for growth and resiliency, and that results in a more sustainable, inclusive, and vibrant community.

Program Features

Grants are provided to business owners/operators, start-ups, and non-profit organizations for projects that meet community need in the areas of business support, growth of the creative economy, housing, access to outdoor recreation, and access to mental health and social services. Grants are available at three levels:

STJRFGP Micro-grants: Grants of $1,000 - $5,000 aimed to address small-scale projects. 50% of grant funds will be allocated upon award, with 50% reserved until project completion. A 10% match is required (cash or in-kind). TOTAL FUNDS AVAILABLE THIS ROUND: $50,000
STJRFGP Planning & Implementation: Reimbursement grants of $5,000 - $40,000 to support a wide array of project implementation and feasibility (see examples of projects in attachment 1). A 20% match is required (cash or in-kind). TOTAL FUNDS AVAILABLE THIS ROUND: $100,000
STJRFGP Transformational Project Grants- Applications are available June 13, 2023 with a July 17, 2023 submittal deadline. If there are remaining funds application will be accepted and reviewed on a rolling basis. Maximum grant available is $200,000 and there is no match requirement for transformational grant projects.

Round 1 of Micro-grants and Planning & Implementation grants were due on May 30, 2023. Applications are currently being reviewed with awards anticipated to be announced by July 15. A second round of grant funding is anticipated to be made available in 2024.

The Agency of Natural Resources has forecast an improvement in the fire danger from "Very High" to "High." With this change I have lifted the burn ban in St. Johnsbury.

As a reminder, anyone who wishes to burn must first obtain a permit from the fire department by calling (802) 748-8925. Those burning must have a water hose that is long enough to reach around the fire and must produce an adequate flow of water to control the fire. A responsible individual must remain with the fire until it is completely extinguished. If you think a fire becomes out of control, Dial 911 Immediately.

The only permissible material to burn is natural wood and vegetation. Clean boards that have no paint or stain are permitted. Plywood, painted, stained, treated, pressboard and non-natural wood products are prohibited from being burned. Newspaper, cardboard and other household items are considered solid waste and are not permitted to be burned.

Spring Hydrant Flushing

Public Works has scheduled their annual hydrant flushing from May 1-3 ^rd .

The schedule is as follows:

Everything east and south of the Passumpsic and Moose river on May 1 ^st from 9 am -noon

Everything West and south of the Passumpsic River on May 2 ^nd from 9 am- noon

Everything North of the Passumpsic and Moose Rivers on May 3 ^rd from 9 am – noon

There may be discoloration of the water during these periods that should dissipate within a few hours. Running a tap for a short period on time should help with discoloration.

Notice: The Town of St. Johnsbury 2023-24 Rental Housing Improvement Grant Program (RHIGP) opens April 1st, 2023

The Town of St. Johnsbury is accepting applications for grant funding for improvements to rental housing units in St. Johnsbury. The program's purpose is to encourage landlords to invest in rental housing properties in St. Johnsbury. This year, the maximum grant amount has increased from $3,000 to $6,000 due to increased funding from the St. Johnsbury Revitalization Fund. The RHGIP is a reimbursement program; awardees must provide a 1:1 match. The program will result in a more livable, marketable environment for everyone.

The deadline for applications is April 30th, 2023. This is a competitive grant program, and discretionary points are available for projects that align with Universal Design and/or energy efficiency.

Sealed bids from pre-qualified contractors shall be accepted until 10:00 a.m., prevailing time on March 30, 2023 at the St. Johnsbury Town Offices, 51 Depot Street, Suite 300, St. Johnsbury, VT 05819 for construction of the project hereinafter described. Bid opening will occur immediately after the bid submittal deadline. The time of receiving and opening bids may be postponed due to emergencies or unforeseen conditions. Sealed BIDS shall be marked in the lower left-hand corner: Bid Documents: St. Johnsbury TAP TA 16(2).Each BID must be accompanied by a certified check payable to the Town of St. Johnsbury for five percent (5%) of the total amount of the BID. Freezing Water Advisory 2/2-2/6

Due to the extreme cold temperatures the Town is advising water users with a history, or concerns of freezing pipes to let a faucet drip to help prevent frozen services lines. Although these steps will help prevent freezing water lines, they do not guarantee against frozen water service.

RECOMMENDED STEPS TO PREVENT FREEZING WATER SERVICE:

• Maintain proper heat levels within all spaces with plumbing including utility rooms and basements.

• Check for drafts within the basement, especially where the service lines enter the building.

• Open cabinet doors with plumbing along exterior walls to allow ambient room temperatures to keep plumbing from freezing.

• Allow one faucet in the building to drip to prevent freezing of the service main.

o Only a small amount of water flow is necessary to help prevent services from freezing. The water should be turned down to the point where you see continuous drops and it is not a smooth stream. To test if you are running the correct amount of water, it should take approximately 1 minute and 30 seconds to fill a 1 cup measuring cup.

Property Description

The land and premises proposed to be sold is more particularly described as follows:

Being a 2 unit residential building and garage on approximately 0.22 acres located at 955 Portland Street in the Town of St Johnsbury, Vermont, and being all and the same property conveyed to the Town of St. Johnsbury by Tax Collector’s Deed of Chad L Whitehead, Town Manager and Collector of Taxes of and for the Town of St. Johnsbury dated August 31, 2020 and recorded in Book 460 Page 39 of the St. Johnsbury Land Records

Reference may be had to the above-mentioned deed and its record and to all prior deeds and their records for a more complete and particular description of the property hereby conveyed.

Proposed Sale

The Town of St. Johnsbury intends to sell the property after having listed the property through a real estate agent to Isaac Jacobs in the amount of $50,000.

Notice is hereby given that if a Petition signed by 5% of the legal voters of the Town of St. Johnsbury objecting to the proposed conveyance is presented to the St. Johnsbury Town Clerk on or before February 25, 2023 the Selectboard shall cause the question of whether the Municipality shall convey the real estate to be considered at a special or annual meeting called for that purpose.

There is a major water main break at the intersection of Portland Street and Concord Avenue. Areas affected by the break are Portland Street (from Railroad Street to Carroll Concrete) and Concord Avenue (the entire length from Pleasant Street to Parker Avenue). This includes all streets off these two major roads.

The Public Works Dept. will be installing a hydrant tomorrow Oct. 20th and Friday Oct. 21st on the intersection of Pearl and Maple Street. The work will involve closing the North end of Pearl Street to traffic and shutting off water to residents of Pearl Street from the distillery to Maple Street. St. Johnsbury Charter Updates

The Town has been working to update the Town of St. Johnsbury Charter.

On Aug. 8th, 2022 the Select Board voted to approved the charter changes. On Aug. 22, 2022 the Select Board voted to hold Public Hearings regarding the draft of the Town Charter on Oct. 3rd at 5:30 pm and Oct. 24th at 5:30 pm. Voters will vote on the Nov. 8th, 2022 ballot if they wish to approve the charter changes.

Farmer Drive Blasting

Road Closure and Water Shut Off

The Public Works Department will be working on the water system on Maple Street on Monday Oct. 3rd and Tuesday Oct. 4th. During this time Maple Street will be closed to traffic on Monday and Tuesday between the hours of 8 am to 4 pm and water will be shut off in the area.

Water system repairs have been completed at the Leak on Route 5 and water service has been restored to the area. Since system outage was able to be minimized by the Department of Public Works, there will not be a boil water in effect. The undersigned will received sealed bids at the office of the Town Clerk in St. Johnsbury, Vermont until ten o’clock (10:00 EST) in the forenoon of Monday, November 9, 2020 for the purchase of all but no part of the Five Hundred Seventy-Seven Thousand Dollar ($577,000) public water system improvement bond of the Town of St. Johnsbury, which bond shall be dated November 20, 2020, principal and interest payable in eighty (80) consecutive semi- annual installments, commencing May 20, 2021 through November 20, 2060. Thereafter, at a special meeting of the Selectboard of the Town of St. Johnsbury to be held at seven o'clock (7:00 EST) in the afternoon of November 9, 2020, such bids will be opened and considered.

Right is reserved to prepay the bond in full without premium or penalty. The bond will be payable at such place as the registered holder may designate. Bids will be submitted only in the face amount of the bond without discount or premium. The bond shall bear interest at a fixed rate not to exceed 1.25% per annum. Right is reserved to reject any or all bids. Approving legal opinion of Primmer, Piper, Eggleston & Cramer, PC, of Montpelier, Vermont, will be furnished to the purchaser free of charge. The bond will be issued in registered form, both as to interest and principal. The bond will be designated a “bank qualified obligation” under Section 265(b) of the Internal Revenue Code of 1986. In the opinion of counsel, interest paid on the bond is not included in gross income of the recipient thereof for present federal and Vermont income tax purposes.

The Town of St Johnsbury and all of our partners are particularly proud of our efforts to open the Downtown in a safe and responsible manner during these trying times, and we would like to give some guidance to residents and visitors to be able to continue to maintain the safe environment we have worked to develop in our community.

We ask residents and visitors participating in trick or treating to avoid visiting homes of people that you do not know , or are not currently in your social pods. We recommend you contact people you intend to visit before you go to make sure it is ok.

Main Street Halloween Parade : This year the Main Street Halloween Parade has been canceled and plans are being developed for next year. Instead event organizers and private donors are working on the following initiatives:

Treat- bag delivery. treat bags are being prepared and dropped off at local elementary schools. They will be dropped off at the schools and kept in isolation for a period of time before being distributed.
Scarecrow competition- submit scarecrow designs and organizers will display around town. Additional information is available at www.stjhalloweenparade.com
Decorations at Arnold Park- drive past the decorations and pumpkins on display at Arnold Park with your family.

The St. Johnsbury Police Department will be resuming fingerprinting services. There will be some requirements which are highlighted at this website:
