The Town of St. Johnsbury is in the process of obtaining Statements of Qualifications from qualified architectural/engineering firms detailing the firms’ qualifications, technical expertise, management and staffing capabilities, references, and related prior experience. Required professional services will include but are not limited to preliminary engineering services, design- and construction-related services, preparation of bidding and contract documents, participation in the evaluation of bids received, and monitoring and inspection of construction activities to ensure compliance with plans and specifications associated for the Town of St. Johnsbury Combined Sewer Separation projects.

Procurement of said services will be in accordance with elements of the procurement process in 40 U.S.C. § 1101-1104. Qualified firms/candidates interested in being considered for this project must submit 4 copies each of:

  1. A letter of interest signed by a VT registered professional engineer expressing desire to complete the work and introducing the engineering firm.
  2. A summary of relevant municipal experience working with combined sewer overflows, sewer, water, road and sidewalk infrastructure projects.
  3. A list of the project team members and their role.
  4. The firm’s general capabilities brochure outlining the history and capabilities of the engineering firm.
  5. References from three municipal officials and contact information including their phone number and email address that have specific experience with the individuals listed on the team.

The SOQs shall not exceed fifteen (15) 8.5” x 11” pages. One page is considered one single-sided sheet of paper. Double-sided prints shall be counted as two pages. Submit the requested information to Town Manager 51 Depot Square, Suite 3, St. Johnsbury, VT 05819; no later than 2:00pm on February 15, 2018in order to receive consideration.

Qualifications will be evaluated considering the criteria listed below.  For each criterion, the selection committee will assign points to each firm up to the maximum value listed below in parentheses.  The total assigned points will be calculated to develop a numerical ranking of firms.

  1. Engineering      and Project Management Knowledge/Experience – The engineer shall have      relevant experience, education or training in the aspect of public      wastewater system planning, engineering and project management, and      funding assistance. The engineer      shall demonstrate knowledge of the St Johnsbury wastewater, combined sewer      and water systems.(35 points)
  2. Ability to      Serve – The engineer should demonstrate that they have sufficient staff      and resources available to St Johnsbury Municipal Officials to perform the      services needed by the Town including preliminary and final design,      construction services, and project management. (25 points)
  3. Cost      Estimating – The engineer should demonstrate knowledge and experience with      project costs estimating for municipal infrastructure projects. (15 Points)
  4. References –      the engineer should provide three references from previous municipal      clients for similar projects. (25      Points)

Attention is directed to the fact that the proposed project(s) may be undertaken with a variety of Federal and state fundsand that all work will be performed in accordance with the regulations issued by such agencies and the State of Vermont pertaining thereto.

The Town of St. Johnsbury shall evaluate the statements of qualifications and performance data and other material submitted by interested firms.  Interviews with the shortlisted firms may be conducted.  As outlined above, the Town of St. Johnsbury shall rank the professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.
